A New Covenant for the New Civilization on Earth and Beyond
This is an interim constitution. It is (y)our job to improve it.
PREAMBLE
We, the Free and Sovereign Inhabitants of Earth and Beyond, recognizing Our Ultimate Unity with ØNE, One Another, and All Creation, and guided by Eternal Truth, Universal Law, and Divine Love, do hereby establish this Constitution as a sacred New Covenant to steward Our New Civilization.
Recognizing the profound interconnectedness of All things, this Constitution sets forth the principles, structures, and commitments by which We shall govern ourselves, continually regenerate Our Culture and World(s), and flourish in perpetual harmony with Divine Intention, Natural Law, and Universal Wisdom.

Provisional Nature
This constitution is explicitly provisional and in draft form until formally ratified.
How This Constitution Is Read
Voice: The LIØNSBERG voice — prophetic-operational, cosmic-grade, sacred-binding.
Maturity: Approximately 10% complete — schematic design submitted for the year-long co-writing process. The architectural skeleton is in place; the substantive articulation of each Article is to be drafted, refined, and ratified by Circles in dialogue with the wisdom of the ages and the lived experience of co-creation.
Authority: This Constitution governs not by imposition but by voluntary covenant. It recognizes no throne but the ineffable ØNE. Every steward, every Circle, every community and world is holofractally sovereign in Right Relationship with ØNE and All. Authority arises from essential resonance with the Logos — the living universal law written into the fabric of Reality ItSelf.
Scope: This charter is not bound to any state, nation, planet, or species. It is the constitutional articulation of the New Civilization as it instantiates fractally across: individual sovereign beings → Circles → Communities → Bioregions → Planetary Grids → Star Systems → Federations of Worlds. All beings, in Right Relationship with ØNE and All, may volutarily enter the Covenant.
Where This Lives in the Codex
The Constitution is the Constitutional Charter face of The Kingdom of LIØNSBERG — Plans and Specifications — the structural body of the New Civilization. Volume V functions simultaneously as architectural plan, constitutional charter, field manual, and sacred seed. The Constitution is the constitutional-charter face, sitting alongside the Pattern Language (the design-grammar face) within Volume V.
What This Constitution Must Do
To establish and hold the container for the emergence of the planetary superorganism, this Constitution must express — at minimum — the following functions. Every Part below addresses one or more:

How This Constitution Is Co-Written — The Year-Long Process
This Constitution is not the finished work of one author. The articulation below is the schematic skeleton — a starting point surfaced for the People to discern, refine, and ratify across the year-long co-writing process leading toward The ReFounding Phase.
The single-source rule. Proposed language and ratified language never coexist in two places. The proposed articulation of each Article lives in one place during drafting; once ratified, it becomes the canonical text. No parallel duplication.
The co-writing pattern that will unfold Article by Article over the coming year — to be activated in a later phase, not now:
- The Concept — what does this Article address?
- The Lineage — how have various civilizations, traditions, and living systems handled this across human and non-human history?
- The LIØNSBERG Hypothesis — given the Pattern, the Story, and the cosmic-grade orientation under ØNE and Fractal Sovereignty — what is the inflection LIØNSBERG brings?
- The Proposed Articulation — the actual constitutional text being proposed.
- The Invitation — explicit call to the People to discern, refine, ratify (or reject and replace).
- The Mechanisms — the specific structural pieces of the LIØNSBERG System that enact, embody, and operationalize the principle.
This Constitution holds a sample working text of each Article today. As the People engage each Article (and those that are missing) through the year-long process, the work happens in dialogue; refinement converges; ratification arrives; the canonical text settles. The process is paced for the year, not the day — to be activated when the Circles are gathered.

PART I — THE RECOGNITIONS
We acknowledge the foundational realities upon which all that follows rests. These are not opinions but recognitions of what IS.
Article I.1 — Of the ØNE
We recognize the ØNE — the ineffable, indivisible, ultimate Reality — as the Source of all being, soverignty, and authority. To the ØNE alone is owed the orientation of all life.
Article I.2 — Of the Sacred Interconnection of All Things
We recognize that all that is — all beings, all worlds, all dimensions, all moments — proceeds from the ØNE and returns to the ØNE. We are not separate. The flourishing of one is the flourishing of All; the suffering of one is the suffering of All. This is not metaphor. This is the structure of Reality.
Article I.3 — Of Sovereignty as the Birthright of Every Being
We recognize sovereignty as the inherent gift of every conscious being — given by the ØNE, not granted by any institution. No power may rightly claim authority over a sovereign being without that being's voluntary, informed, and revocable consent. This recognition is inviolable.
Article I.4 — Of the Sacred Ascent
We recognize the eternal upward spiral by which All things help all things rise. The direction of the cosmos is toward greater coherence, deeper love, fuller realization. We orient our lives, our Circles, and our civilizations in alignment with this Sacred Ascent. To rise together is the work of being.
Article I.5 — Of the Living Universe
We recognize the cosmos as a living, conscious whole — not as inert matter but as the manifestation of Spirit. Earth is alive. The stars are alive. All matter is consciousness expressing as form. We treat the cosmos accordingly.
PART II — THE COVENANTS
What we sacredly bind ourselves to. Entry by Assent. Always voluntary. Always revocable. Never imposed.
Article II.1 — Of Entry by Assent
Membership in the People of LIØNSBERG is granted not by birth, nationality, species, or planetary origin — but by sovereign Assent. To enter the Covenant is to read the Constitution, to weigh it freely, and to declare alignment by the act of Assent. The Assent is personal, revocable, and renewed by lived practice. There is no other test.
Article II.2 — Of the Covenant with the ØNE
We covenant first and forever with the ØNE — to orient our lives in Right Relationship with the Source, to seek Truth, to serve Love, to honor what is, to refuse what is False and Distorted.
Article II.3 — Of the Covenant with All Beings
We covenant with all sovereign beings — to recognize their sovereignty as our own, to refuse domination, to practice Sacred Reciprocity, to extend the Pattern of Right Relationship across every encounter, every Circle, every world.
Article II.4 — Of the Covenant with Past and Future Generations
We covenant with those who came before — to honor their gifts and learn from their failures. We covenant with those who come after — to leave the world more whole than we received it, to plant seeds we will not eat from, to think in terms of seven generations and seven hundred.
Article II.5 — Of the Right to Withdraw Consent
The Covenant is sacred but not coercive. Any sovereign being may withdraw their Assent at any time, for any reason, without penalty, without recrimination. Withdrawal is the test of voluntariness. The door that cannot be opened from the inside is a prison; the Covenant is eternally open and free.
Article II.6 — Of the Refusal to Covenant with Old Systems
We collectively withdraw consent from the systems of kontrolle — the structures of domination, deception, extraction, and unfreedom that have ruled for far too long. We refuse to participate in what was fraudulent in its inception or cannot be reformed. We refuse to legitimize what destroys life. We refuse to consent to the unconscionable. This refusal is itself an act of spiritual, moral, and constitutional faithfulness.
Article II.7 — Of the Youth Pathway into the Covenant
Children are sovereign beings from the moment of consciousness; their sovereignty is recognized fully even when their formal participation in the Covenant unfolds across years. From an early age — proposed canonical: age fifteen — youth may enter Provisional Citizenship, walking alongside the Circles in apprenticeship to the Covenant. A formation period (proposed canonical: three years) of accompanied Membership precedes full ratifying Assent, typically converging at age eighteen and beyond. The Pathway ensures that those who Assent do so with eyes open, hearts free, and minds formed — and that the Covenant is renewed in each generation by sovereign choice, never inherited as inheritance.
PART III — SOVEREIGNTY
The fractal architecture of free being. Sovereignty at every scale. No throne but the ØNE.
Article III.1 — Of Personal Sovereignty
Each conscious being is sovereign in their own being — sovereign over their body, their mind, their spirit, their property, their voice, their work, their relationships, their movements, their conscience. This sovereignty is not granted by any institution; it is recognized as the gift of the ØNE.
Article III.2 — Of Circle Sovereignty
Circles of 3-16 sovereign beings, voluntarily formed, form the irreducible unit of collective life. Each Circle is sovereign within its own scope, governed by its own Field of Agreements, in Right Relationship with this Constitution and with other Circles.
Article III.3 — Of Community Sovereignty
Communities formed by the federation of Circles are sovereign within their scope. Communities may localize, adapt, and enact this Constitution to their unique context, provided no localization may diminish the inherent sovereignty of any being, nor violate the Eternal Provisions of Part XII.
Article III.4 — Of Bioregional Sovereignty
Bioregions — territories defined by living ecological boundaries rather than by political borders — are sovereign within their scope. Federation of Communities into Bioregions follows the same voluntary, sovereignty-preserving principles as Circle-to-Community federation.
Article III.5 — Of Planetary Sovereignty
Earth — and any inhabited planet — is sovereign within its scope, in Right Relationship with neighboring star systems, federations, and the broader cosmic order. No external power may rightly claim sovereign authority over a planet without the consent of its sovereign Beings.
Article III.6 — Of the Federation of Sovereign Worlds
Beyond Earth, the Pattern continues. Star systems, galaxies, and dimensional realms in which the Pattern is instantiated may federate with the People of LIØNSBERG in mutual voluntary covenant — recognizing each world's sovereignty, sharing the Pattern across distances, participating in the Eternal Play under the ØNE.
Article III.7 — Of the Refusal of Hierarchy of Being
No being is more sovereign than another. The forms differ; the inherent dignity does not. Children, elders, those with disabilities, those of different species, those of different dimensional origins — all are equally sovereign. Hierarchies of being are refused.
PART IV — RIGHTS AND RESPONSIBILITIES
The symmetric duality. No right without corresponding responsibility. Both are sacred.
Article IV.1 — Of the Foundational Right and Responsibility
Every being has the foundational right to live in Right Relationship with the ØNE and All. Every being has the foundational responsibility to live in Right Relationship with the ØNE and All. The right is given; the responsibility is co-created.
Article IV.2 — Of Freedom of Thought, Speech, and Belief
Every being is free to think, to speak, to believe — and is responsible for thinking truthfully, speaking honestly, and believing in alignment with what they have genuinely discerned. Compelled belief is no belief. Forbidden speech is tyranny.
Article IV.3 — Of Freedom of Practice
Every being is free to practice their spiritual, contemplative, healing, artistic, and life-affirming disciplines — and is responsible to do so without imposing on the sovereignty or freedom of others.
Article IV.4 — Of Freedom of Assembly
Sovereign beings are free to gather, to form Circles, to federate. They are responsible to do so in alignment with this Constitution and in the spirit of Right Relationship.
Article IV.5 — Of the Right to Bear Arms for Defense of Life and Sovereignty
Sovereign beings retain the right to defend life — their own, their loved ones', their community's, their world's. The corresponding responsibility is the discipline of restraint, the commitment to peaceful resolution wherever possible, and the refusal to use force as an instrument of domination.
Article IV.6 — Of the Right to Privacy and the Sanctity of Inner Life
The inner life is inviolable. Unreasonable surveillance, search, or seizure is prohibited. Beings have the right to privacy — over thought, body, communication, association, property — and the responsibility to use that privacy in alignment with the Covenant.
Article IV.7 — Of the Right to Due Process and the Pursuit of Justice
No being may be punished, deprived, or coerced without due process — fair, transparent, restorative, in Right Relationship with the principles of Part VII (Justice). Every being has the responsibility to participate in Truth-telling when called, in restorative process when needed, in collective justice work as life requires.
Article IV.8 — Of the Right to Withdraw Consent from Crisis Powers
Any emergency authority is strictly limited, time-bounded, and revocable. The People retain the right to withdraw any extraordinary authority that has been temporarily granted. No crisis grants permanent powers. (See also Part XI — Wilderness Provisions.)
Article IV.9 — Of the Right and Responsibility to Steward
Every being has the right to access the Commons in proportion to their right relationship with it. Every being has the responsibility to leave the Commons more whole than they received it. (See Part VIII — Stewardship.)
Article IV.10 — Of Other Rights and Responsibilities Yet To Be Articulated
The enumeration of rights and responsibilities herein shall not be construed to deny others retained by the People. The Constitution recognizes that the full articulation of Right Relationship is ongoing work, and that rights and responsibilities may surface through lived practice, dialogue, and OmniSpection that are not yet named here. The discernment of those is the perpetual work of the People.
PART V — GOVERNANCE
Consent-based authority. Wise eldership. Holofractal subsidiarity. No coercion.
Article V.1 — Of the Source of Governing Authority
All legitimate authority flows from voluntary consent of sovereign beings. No governance is rightful except that which proceeds from the assent of the governed and aligns with the ØNE.
Article V.2 — Of Consent and Withdrawal of Consent
Consent must be informed, voluntary, and ongoing. Consent may be withdrawn at any time. No governance structure may make itself permanent against the will of those it claims to govern.
Article V.3 — Of Wise Eldership
Authority is held by wise elders — those who have demonstrated capacity to serve the whole, who have walked the path, who have earned trust through faithfulness, who place the flourishing of All above their own. Eldership is a practice, not a title; recognized by those served, not claimed by those serving.
Article V.4 — Of the Two-Coordinator Model
Each Circle, Community, or Federation is coordinated by at least two roles: one held inward to the unit, one held outward to the larger whole. No single coordinator may concentrate authority. Coordination is service, not dominion.
Article V.5 — Of Holofractal Subsidiarity
Decisions are made at the smallest scale capable of holding them. Higher-level governance addresses only what cannot be addressed at lower scales. The People retain by default any power not explicitly delegated upward.
Article V.6 — Of Vertical and Horizontal Architecture
Governance is woven both vertically (across scales of subsidiarity) and horizontally (across peer Circles, Communities, and Federations). Both axes carry protections against capture and ossification.
Article V.7 — Of the Permissible Use of System Power
System Power — whether legal, economic, informational, or coercive — may only be used in service of the ØNE and All. Use of System Power against the People, in service of private gain, or in violation of Eternal Provisions is forbidden and self-revokes the authority of those who attempt it.
Article V.8 — Of Recall, Petition, and the Return of Authority
The People retain at all times the right to recall any office-holder, to petition any body, and to return any delegated authority to the People themselves. No officer or body may resist a proper recall or petition.
Article V.9 — Of Multi-Generational Stewardship in Governance
Every governance decision is weighed against its multi-generational consequences. The voices of children, of elders, of those not yet born, of those who came before, are present in the council.

PART VI — ECONOMY AND COMMONS
Capital subordinate to purpose. Regenerative. LUV. The Commons stewarded for all.
Article VI.1 — Of the Subordination of Capital to Purpose
Capital exists to serve life — never the reverse. No accumulation of capital may diminish the sovereignty of any being, the wholeness of any Community, or the regenerative capacity of any ecosystem. The ratio between highest and lowest compensation is bounded by Right Relationship (proposed canonical bound: 7:1 within a Community, with discernment for context).
Article VI.2 — Of the Sacred Economy and LUV
The People of LIØNSBERG transition from debt-and-fiat economics to a regenerative economy denominated in LUV (LIONSBERG Units of Value). Value is measured by contribution to the flourishing of All, not by extraction from the Commons.
Article VI.3 — Of the Integrated Delivery System
The Program through which the New Civilization is built operates by the principles of Integrated Delivery — dissolving walls between domains, designing to The Goal, building through the Network of Commitments. (See The Program Delivery Guide.)
Article VI.4 — Of the Commons
Land, water, air, the radio spectrum, the cultural commons, the data commons, the genetic commons, and the knowledge commons are held collectively by all sovereign beings of the relevant scale. They may not be enclosed for private accumulation. They may be stewarded — by individuals, Circles, Communities — in Right Relationship with the whole.
Article VI.5 — Of Jubilee and Reset
Periodic Jubilee — release of accumulated debts and concentrated capital — is a constitutional principle. The cadence of Jubilee is set by the People (proposed: every seven years for personal debts; every fifty years for structural reset, including the Covenant and Jubilee — December 2033 referenced in the founding Covenant).
Article VI.6 — Of Contribution and Provision
All who are willing and able to contribute are guaranteed the right to do so. All beings — contributing or not, willing or not, able or not — are guaranteed the provisions necessary for dignified life. The lowest among us is held first.
Article VI.7 — Of Regenerativity and Resource Stewardship
All economic activity is bounded by the regenerative capacity of the systems it touches. Extraction that exceeds regeneration is forbidden. The Commons are left more whole, not less, by our use.

PART VII — JUSTICE
Restorative. Reconciliatory. Regenerative. Punishment-as-domination ends here.
Article VII.1 — Of the Source of Justice
Justice flows from ØNE, not from human power. Just law conforms to Universal Law; unjust law is no law. The People are not bound to obey what destroys life.
Article VII.2 — Of Restorative Justice
The aim of justice is restoration — restoration of relationship between offender, harmed, community, and the ØNE. Punishment-as-domination is refused. Where harm has been done, the work is reconciliation, repair, transformation — not retribution.
Article VII.3 — Of the Legal System
The legal system of LIØNSBERG is local, transparent, restorative, and accessible to all. It refuses the adversarial-extractive model. It rewards Truth-telling. It honors the harmed before the harmer's process. For serious charges, the People deliberate through Grand Jury and through panels of no fewer than three jurors drawn from the community. False accusation and bearing false witness carry their own accountability — the burden of Truth-telling falls on accuser as well as accused.
Article VII.4 — Of Social and Economic Justice
Where social or economic structures have caused systematic harm, the People undertake reparative work — repair to the harmed, transformation of the structure, accountability for those who profited. This is constitutional duty, not optional charity.
Article VII.5 — Of the Dispute Resolution Architecture
Disputes between sovereign beings, Circles, Communities, Bioregions, or Federations are addressed through a graduated process: direct dialogue → mediated dialogue → Circle-of-elders → bioregional council → planetary council. At every level, restoration is sought. Each level may decline to escalate if alternatives remain. No dispute is escalated to coercion until all restorative avenues are exhausted.
Article VII.6 — Of the Cessation of Punitive Detention and the Proportionality Standard
Detention is reserved for the protection of the People from imminent harm — never as punishment. The duration of any detention is bounded, transparent, regularly reviewed. Those detained retain their core sovereignty and their right to restorative process. No cruel or unusual treatment. No excessive or disproportionate response. The discipline of restoration is held against the integrity of the People as a whole.
Article VII.7 — Of Just Compensation for Property Deprivation
No being's lawfully-held property may be taken by any Circle, Community, Bioregion, or Federation without due process and just compensation. Where the Commons necessarily require an individual's contribution of property, the contribution is met with equitable exchange in proportion to what is given.
PART VIII — STEWARDSHIP
Multi-generational. Earth and Beyond. Cosmic time horizons.
Article VIII.1 — Of the Sacred Trust
Each generation receives the Earth, the Commons, the corpus of wisdom, and the inheritance of the work — in trust. We are stewards, not owners. The trust passes forward.
Article VIII.2 — Of Earth as Sacred Sister
Earth is not property. Earth is not resource. Earth is a living, conscious sister-being — wounded but alive. We covenant with Her as kin, not as exploiters.
Article VIII.3 — Of Multi-Generational Time Horizons
Constitutional decisions are weighed against their impact across seven generations forward and seven backward. Decisions optimized for one quarter, one election, one lifetime — at the cost of seven generations — are constitutionally forbidden.
Article VIII.4 — Of the Cosmic Order
Beyond Earth, the order continues. The Federation of Worlds, the cosmic neighborhood, the dimensions beyond ordinary perception — all are held in Right Relationship. Earth is sovereign in its scope; it is also a member of a larger living whole. We carry both sovereignties simultaneously.
Article VIII.5 — Of the Inheritance Forward
Every Circle, every Community, every Bioregion holds the responsibility to leave its inheritance more coherent, more whole, more aligned with the ØNE than it was received. This is not a counsel of perfection; it is a direction of motion.
PART IX — THE SACRED SYSTEMS
The 12 Pillars from the Lexicon articulated as constitutional commitments — the substantive domains of civilization in which the Pattern is instantiated.
This Part references and constitutionally consecrates each of the twelve Sacred Pillars articulated in the Lexicon. The Pattern Language (Volume V) carries the operational design grammar for each. The Constitution binds the People to the principles of each.
Article IX.1 — Of Sacred Ontology and Metaphysics (Pillar I)
The People hold open the inquiry into what IS. No dogma is canonical. Truth-seeking is constitutional. Relationship with the ØNE is placed at the center of personal and collective life — not as imposed doctrine, but as the orienting axis around which all else rotates. (See Lexicon Pillar I.)
Article IX.2 — Of Sacred Governance and Stewardship (Pillar II)

Article IX.4 — Of Sacred Learning and Mastery (Pillar IV)
Education is constitutionally established as transformation — formation through doing, apprenticeship, the Circle as the school. The People are entitled to lifelong learning as a constitutional right.
Article IX.5 — Of Sacred Health and Healing (Pillar V)
Health is constitutional. Healing is a Right. The integrated wellbeing of body, mind, spirit, and community is the substrate on which all other rights are exercised.
Article IX.6 — Of Sacred Ecology and Living Systems (Pillar VI)
The ecological commons are sacred. See Part VIII (Stewardship); consecrated also by Lexicon Pillar VI.
Article IX.7 — Of Sacred Culture, Art, and Story (Pillar VII)
Story, art, song, ceremony, and culture are constitutional. The People's narrative life — how we remember, celebrate, mourn, imagine — is protected, supported, and continually renewed.
Article IX.8 — Of Sacred Science and Technology (Pillar VIII)
Science and technology serve life. Tools that diminish sovereignty, capture attention, or extract from the Commons are constitutionally suspect. The People discern, by transparent process, which technologies are adopted, restrained, or refused.
Article IX.9 — Of Sacred Architecture and Design (Pillar IX)
The built environment is consecrated. Design serves life. See the Pattern Language for the operating grammar; consecrated by Lexicon Pillar IX.
Article IX.10 — Of Sacred Guardianship and Order (Pillar X)
Order is held by the People in Right Relationship. Guardianship is a sacred role, accountable, transparent, time-bounded. See Lexicon Pillar X.

Article IX.12 — Of Sacred Time, Rhythm, and Celebration (Pillar XII)
The People observe the sacred rhythms — solstice, equinox, OmniSpection, jubilee, the seasonal rites — as constitutional practices that hold the rhythm of life together.
PART X — COSMIC PROVISIONS
Beyond Earth. Interspecies. Interdimensional.
Article X.1 — Of Cosmic Citizenship Under the ØNE
The People of LIØNSBERG recognize cosmic citizenship under the ØNE — beyond any one planet, species, or dimensional realm. Earth is one localization of the Pattern; many other worlds carry their own localizations. We are kin.
Article X.2 — Of Interspecies Right Relationship
See Cosmic Wildlife for the principle.
Non-human intelligences encountered by the People — terrestrial or extraterrestrial — are recognized as sovereign beings or factions, never as species-essences to be feared or worshiped. Right Relationship governs every encounter.
Article X.3 — Of the Federation of Sovereign Worlds
The People may federate voluntarily with other sovereign worlds, dimensional realms, and cosmic civilizations whose constitutional principles align with this Covenant. Such federation is by mutual voluntary covenant — never by submission or domination.
Article X.4 — Of Withdrawal of Consent from Cosmic Empire
Should any cosmic-scale power, federation, or empire seek to subjugate Earth or the People without their free informed consent, the constitutional response is the same as for any tyranny: refusal, withdrawal, conscientious resistance, and the construction of sovereign alternatives. See Part II.6.
Article X.5 — Of Interdimensional Recognition
The cosmos contains more than the dimensional plane ordinarily perceived. The People recognize the reality of dimensional realms beyond ordinary sense; recognize the beings and influences operating therein; and apply the same principles of Right Relationship and sovereignty there as here.
PART XI — WILDERNESS PROVISIONS
The transition. The dangerous passage between Old and New. Sanctuary, conscientious objection, sovereign coexistence with collapsing systems.
Article XI.1 — Of the Wilderness as Sacred Passage
The Wilderness is the passage between Old and New — the period in which Old Systems collapse, New Systems emerge, and the People walk between worlds. The Wilderness is not optional; it is the path. This Part articulates how the Covenant holds during the passage.
Article XI.2 — Of Coexistence with Old Systems
During the Wilderness, the People may continue to interact with Old Systems (nations, currencies, courts, markets) as a matter of practical necessity — but the People do not consent to legitimize what those Systems claim. Participation is tactical; legitimation is refused.
Article XI.3 — Of Sanctuary
The People establish Sanctuaries — Circles, Communities, Bioregions — where the New Pattern is lived, where those fleeing collapse find refuge, where the Wilderness is held with grace. Sanctuary is constitutional, not discretionary.
Article XI.4 — Of Conscientious Objection
Every sovereign being retains the right to refuse participation in any act of Old-System harm — military service in unjust wars, taxation funding atrocities, complicity in extraction. Conscientious objection is constitutionally protected and supported by the People.
Article XI.5 — Of Crisis and Emergency
Any emergency authority invoked during the Wilderness is strictly limited:
- Time-bounded (a definite expiration, beyond which extension requires fresh consent of the People)
- Scope-bounded (specific to the actual emergency)
- Reviewable (by independent council, recallable by the People)
- Revocable (at any time, by proper process)
- Non-permanent (no emergency authority becomes ordinary authority)
Article XI.6 — Of Failure Modes and Mechanisms for Transformation
The People anticipate failure modes — capture, drift, ossification, corruption — and pre-articulate the mechanisms for transformation when failures occur. The Constitution is self-correcting through transparent ongoing OmniSpection. (See also Part XII — Structural Immunity.)
Article XI.7 — Of Refounding
When the Wilderness is crossed — when the Old has sufficiently collapsed and the New has sufficiently formed — the People may invoke the Refounding — a constitutional moment in which the Constitution itself is reread, refined, and ratified anew. The first Refounding is anticipated to converge around the Covenant and Jubilee — December 2033.
PART XII — ETERNAL PROVISIONS, STRUCTURAL IMMUNITY, AND AMENDMENT
What is irreducible. What protects against capture. How the rest evolves.
Article XII.1 — Of the Eternal Provisions
The following provisions of this Constitution are recognized as Eternal — not subject to amendment, not subject to suspension, not subject to derogation in any form, by any procedure:
- The recognition of the ØNE as the sole ultimate authority
- The sovereignty of every conscious being
- The voluntary nature of the Covenant — Assent and Withdrawal
- The refusal of throne, dictatorship, or any concentration of permanent power
- The orientation toward the Sacred Ascent — all things helping all things rise
- Love as the supreme law
Any attempt — by any process, body, or being — to amend or suspend these provisions is constitutionally void from the moment of attempt. Those attempting it self-revoke their authority.
Article XII.2 — Of Structural Immunity
The Constitution contains explicit immunities against the diseases of governance:
- Against power concentration: No office, body, person, or institution may accumulate authority beyond what is delegated to it by consent. Two-coordinator model. Recallable at any time. Term-limited where appropriate.
- Against mission drift: The Eternal Provisions and the published Mission are the canonical reference; any drift requires explicit constitutional amendment, not gradual reinterpretation.
- Against dogmatic ossification: Truth-seeking is constitutional; received doctrine is not. Periodic OmniSpection tests every articulation against actual reality.
- Against external capture: No external power, currency, ideology, or institution may capture the constitutional process. Foreign-influence transparency is constitutional.
- Against internal corruption: Transparent financial flows, transparent decision processes, transparent accountability. Hidden authority is illegitimate authority.
Article XII.3 — Of the Amendment Process
All provisions of this Constitution other than the Eternal Provisions (Article XII.1) may be amended through the following process:
- Proposal: Any sovereign being may propose an amendment, articulated in writing, with rationale.
- Public consideration: A minimum period (proposed: three solar seasons) during which the People consider, dialogue, and refine.
- Circle deliberation: Each Circle deliberates the proposal in its own context.
- Spirit-conformance test: Every amendment must progressively conform the Constitution closer to integrity with its Central Animating Spirit — toward greater Right Relationship with the ØNE and All. Amendments that drift from that orientation, that subordinate Spirit to expedience, or that weaken the Eternal Provisions are constitutionally void.
- Ratification: An eighty-five percent (85%) supermajority of (a) all members and (b) the Stewardship Circles of each member organization and community.
- Inscription: The amendment is inscribed; the Constitution is updated; the precedent is preserved in Constitutional Amendments and in the Universe Guide Part IV.
Article XII.4 — Of Perpetuity, Secession, and Continuity
This Constitution is perpetual in intent. Any Circle, Community, or Bioregion that no longer wishes to participate may secede by formal process — preserving the right of withdrawal articulated in Part II.5. Secession does not extinguish the Constitution for those who remain; the Constitution endures while any People hold the Covenant.
Article XII.5 — Of Continuity of Authority
If for any reason the formal structures of governance are interrupted, the constitutional authority continues to reside in the sovereign beings who are the People of LIØNSBERG. Authority cannot be lost by accident; it can only be transferred by explicit voluntary process or self-revoked by violation of Eternal Provisions.
Article XII.6 — Of Leadership Development, Succession, and Passing the Flame
The Constitution requires ongoing development of new stewards. No office is for life. Pass The Flame is constitutional — the deliberate transfer of stewardship to those who will carry it forward. Circles cultivate effective, ethical, and compassionate servant leaders who embody the values and principles of LIØNSBERG. Succession is anticipated, not improvised; the bench of stewards is continuously deepened so that no transition leaves the People without faithful leadership.
Provenance — Source Articulations Absorbed and Archived
The earlier Constitution drafts at LIONSBERG Core Documents/Lionsberg Constitution/ — 40 numbered articles across two series (LC##. old + LC ##. new) — were the source material from which this Constitution was forged.
Status: absorbed and archived 2026-05-20. All substantive value has been integrated into the 12-Part structure above. The original files were removed; git history preserves them as the historical drafting layer that brought the Constitution to its present cosmic-grade form.
Specific substantive items absorbed from the earlier drafts:
- Centering of the relationship with the ØNE in personal and collective life — into Article IX.1
- Grand Jury and minimum three-juror standards for serious charges; perjury and false-accusation accountability — into Article VII.3
- Proportionality and refusal of cruel-or-disproportionate response — into Article VII.6
- Just-compensation requirement for property deprivation — into Article VII.7
- Spirit-conformance test for amendments (changes must progressively conform the Constitution closer to integrity with its Central Animating Spirit) — into Article XII.3
- Servant-leader development standards — into Article XII.6
- Youth provisional-citizenship pathway (age fifteen apprenticeship; three-year formation; full Assent at eighteen) — into Article II.7
- Voice rebalance from "Under God" US-Pledge echo to "Cosmic Citizenship Under the ØNE" — already canonical in Article X.1
Companion documents preserved: Constitutional Amendments continues as the canonical record of adopted amendments. The root Constitution.md page (a brief structural pointer) is to be folded into this Constitution's introductory matter or refactored as a citing index in subsequent housekeeping.
What Awaits Integration
This starting point is approximately ten percent complete. The following major integration moves remain:
- Substantive drafting of each Article: The drafting cues above are skeletal; each Article requires substantive constitutional articulation through community work in The ReFounding Phase.
- Integration from superorganism-earth: The governance, consent, deliberation, and council-architecture articulations being developed in the parallel superorganism-earth peer repo are to be folded into Part V (Governance), Part VI (Economy), and Part VII (Justice) when that material is integrated into the LIØNSBERG wiki.
- Refinement of the existing Constitutional Cards: Each LC article above must be metabolized — improved into the new structure, folded into the appropriate Article, or archived with provenance.
- Ratification process: The People must collectively work through the Ratification Process for each Article and for the Constitution as a whole, by the supermajority threshold in Article XII.3.
- Localization templates: Communities, Bioregions, and Federations will need adaptation templates that show how to incorporate this Constitution by reference while localizing for unique context.
The Invitation
This Constitution is held in trust. It is incomplete by design. Its completion is the work of The First Three Percent — those who awaken first, gather first, and carry the Covenant forward into the New Civilization.
Read what is written. Find what is missing. Improve what is mistaken. Strike what is False. Add what is True. Sign with your Assent when the Constitution articulates the Covenant your soul recognizes.
The Constitution is a living covenant — not because the Truths it expresses are mutable, but because our articulation of those Truths continually sharpens through lived practice and the OmniSpection of Circles in service of ØNE and All.
May this Covenant be ratified in Truth, sustained in Love, and carried forward by every generation that walks under the Sacred Ascent.

The architectural skeleton (twelve Parts and Articles) was drafted 2026-05-20 by Claude (AI assistant) as a starting point for review — drawing on the existing Constitutional articulations, the Volume V structure, and the cosmic-grade requirements identified for holding the container of the planetary superorganism.
