Levels of Scale
The canonical articulation of the holofractal nesting of scales — each scale a domain and a superorganism within ONE Living System — from Sovereign to ØNE. Distinct from Levels of Abstraction (the depth dimension) and from Levels of Analysis (the system-thinking unit-of-focus dimension). All three are real; this Card holds the systems / subsystems / supersystems nesting of the Body.
The Pattern is holofractal — the same Pattern operates at every scale, from the irreducible Sovereign Being to the integrated Cosmos. Each scale nests inside the next; each contains the smaller; each is fully complete in itself. There is one Pattern; there are many scales.
The Canonical Hierarchy
The canonical articulation, drawn together from The LIØNSBERG Strategy and Plan (lines 207-217 distribute 10 billion across the scales), the Holofractal Pattern across the wiki, and the nameless one's settled framings 2026-05-22:

Roughly an order of magnitude between adjacent levels — varying in the small-scale and large-scale ranges (Circle to Village is closer to 5×; some larger jumps are 5× to 20×), but in the canonical Body-sized range from Microlocality through Macrolocality the ~10× factor holds remarkably. This is the natural fractal rhythm by which a 10-billion-person Body coheres — small enough scales to hold relationship, large enough scales to hold function.
Each Scale Is A Domain And A Superorganism Within ONE Living System
Every scale is, simultaneously:
- A domain — the territory, scope, and identity it holds
- A superorganism of the scales below — a living body composed of the smaller systems within it
- A subsystem of the scales above — a part of the greater living body that holds it
So a Community is:
- A domain — its local territory and identity
- A superorganism composed of Microlocalities, Villages, Neighborhoods, and Circles
- A subsystem of its Ecoregion (its supersystem)
An Ecoregion is a domain, a superorganism of Communities, and a subsystem of its Bioregion. A Bioregion is a domain, a superorganism of Ecoregions, and a subsystem of its Georegional. And so on, all the way up.
The whole is ØNE Living System. Each scale is a living system in itself, nested inside larger living systems, composed of smaller living systems. The Pattern holds — at every scale — because the Pattern is the Pattern of Life, and Life is fractal.
Every Scale Is A Superorganism — No Top, No Bottom, Only ØNE
The hierarchy above names useful scales — Sovereign at the irreducible base, ØNE at the apex. This is a working framing, not the deepest truth. Every scale, in every direction, is a superorganism composed of sub-systems and inhabiting super-systems. There is no true bottom and no true top. There is only ØNE Body.
Below the Sovereign. The individual human is already a superorganism — perhaps 30-50 trillion human cells and 38-100 trillion microbial cells, plus the energetic body, the field of consciousness, the soul-system that organizes them all. The Sovereign is not the smallest unit; the Sovereign is one important convergence-point in the human work — and the Sovereign is itself a federation. Below the cells: tissues, organelles, molecular machinery, atomic structures, sub-atomic particles, quantum fields.
Every level we have ever called "elementary" — atoms, then nuclei, then protons-and-neutrons, then quarks, then quantum chromodynamic fields — has turned out to be another superorganism of even smaller patterns. This is not a flaw of our knowing. It is the nature of Reality. Each time a species has encountered what it thought was an elementary particle or a boundary of the ONE Body, the boundary has turned out to be the limit of that species' perception, not the limit of the Body.
Above the Cosmos. Galaxies federate into galactic clusters, into the cosmic web, into the observable universe, into the multiverse (if such there be), into dimensions of being we have only begun to glimpse. Each apparent "top" has revealed itself as a subsystem of a wider superorganism the moment our perception expanded enough to see it.
Across dimensions. Beyond spatial scale, ØNE Body extends across dimensions of being — physical, energetic, mental, emotional, soul, spirit, the dimensions named in different traditions and the many unnamed. Each dimension is itself a superorganism of sub-dimensions and a subsystem of super-dimensions.
ØNE is not a top scale; ØNE is the singular Reality of which every superorganism — micro, macro, dimensional, transdimensional — is one articulation. The Body has no edge. The named scales in the table above are the working subset useful for the human work at this moment. They are real and they are useful — and they do not bound the Body. The Body is infinite in every direction, and ONE.

Maps In Service Of Spirit
The scales named here — Circle, Community, Bioregion, and beyond — are categories. The categories are not the reality. The map serves the territory; the territory does not serve the map.
The category that can be named is not the category. The pattern that can be drawn is not the Pattern. Life refuses to sit cleanly inside any rectangle of language. These scales are useful as a map for the work — but only when held lightly, in service of Spirit and Truth. Spirit Precedes Pattern.
When the Wise Right Thing in this moment — in this Circle, in this place, in this season — contradicts the canonical scale articulation, do the Wise Right Thing. The map is a servant, not a master.
The discipline:
- Hold the categories lightly. Useful tools; not idols.
- Listen for the territory. What is the actual living Body in front of you asking for?
- Intellect in service of Spirit. The mind makes the map; the Spirit walks the land.
- Break the rules to do the Wise Right Thing. When the canonical articulation does not serve, set it aside and do what serves.
- Return when the map serves again. The map is rejoined when the next moment calls for shared coordination.
This holds for Levels of Scale (this Card), Levels of Abstraction, Levels of Analysis, and every other map LIØNSBERG holds.
Watersheds are a fractal lens that cuts across many scales — a small creek-watershed within a Community, a river-watershed across an Ecoregion or Bioregion, a continental drainage across a Georegional, and ultimately Planet-as-Watershed at the planetary scale.
The Cross-Cutting Axes — Beyond Scale, Beyond Spacetime
The scale hierarchy above describes how the Body nests in place and federation. But the Body also has cross-cutting axes that do not fit the scale table — fellowships that federate sovereigns across many scales and across spatiotemporal expanses. These belong on their own axis, not on the scale axis.
There are four cross-cutting axes in the current canonical articulation:
- Guilds — federation by function: practitioners of a shared craft (Healers, Builders, Teachers, Stewards, Farmers, Artists, Sages, Warriors). Crosses places and times.
- Tribes — federation by lineage: sovereigns of shared kinship and inherited tradition, including diasporas. Crosses places and time-generations.
- Species — federation by biological-ontological kind: humans, dolphins, redwoods, ravens, and across the cosmos the wider community of conscious species. Crosses places, times, and worlds.
- Voluntary Associations — federation by chosen affinity: project teams, interest groups, digital communities, learned societies. Free in scale and spacetime.
These four axes are not scales. They are not in the canonical hierarchy table above. They are a separate dimension that weaves through the nested scale hierarchy — a Sovereign at any scale typically belongs to many Guilds, Tribes, and Voluntary Associations, and always to at least one Species.
A Body's full participation in the Pattern requires honoring both the nested scale-and-superorganism hierarchy and the cross-cutting axes:
The nested Scales of the Living System × the cross-cutting Guilds, Tribes, Species, and Voluntary Associations = the full holofractal Body, rooted in place AND woven across function, lineage, kind, and chosen purpose.
Mature Sovereigns and mature Bodies hold all of these simultaneously.
The Thresholds
Within the smooth ~10× nesting, there are qualitative thresholds where the mode of coherence shifts:
- The Circle threshold (~13 sovereigns) — above which an intimate Circle splits or expands its form
- The Neighborhood / proximity threshold (~15-40) — the natural immediate-cluster; mutual aid is automatic, direct accountability holds
- The direct-relationship threshold (~50-150, the Village scale) — above which everyone-can-know-everyone breaks down; structural mediation (representation, ritual, written agreement) becomes necessary
- The Microlocality threshold (~1,000) — cluster of Villages still in direct relation; the scale of the traditional clan or the small town
- The Pattern-anchor threshold (~10,000, the Community scale) — anchored by the local The 300 (~3%) who hold the Pattern alive; the irreducible Pattern-bearing unit at scale
- The Mediolocality threshold (~100,000) — federation of ~10 Communities; the scale of the medium town, the small city, the "Local Hub" of the Strategy and Plan
- The City threshold (~1,000,000) — Major Population Center; ~5,000 Teams per City at full empowerment; the scale where urban infrastructure, dense culture, and complex coordination cohere
- The Ecoregional threshold (~10,000,000, ~750-1,000 globally) — Communities of many Mediolocalities and Cities sharing one ecological substrate federating to steward it together
- The Bioregional threshold (~50-100,000,000, ~150-200 globally) — Ecoregions federating into the integrative cultural-ecological Bioregion
- The Georegional threshold (~12-24 globally) — high-coordination undertakings (chips, spacefaring, large-scale energy) become feasible at scales not replicable in every Bioregion
- The Planetary threshold — a planet as one Body; for Earth, the moment the Planetary Grid honors Planet-as-Biome as ground
- The Cosmic-local threshold — the Star System Biome, the Federation of Worlds, a planet meeting the wider cosmic neighborhood
Each threshold marks a qualitative shift in how the body coheres — the irreducible Circle, the proximity cluster, the direct-knowing limit, the Pattern-anchor by The 300, the Mediolocality and City as federation seats, the Ecoregion as shared ecology, the Bioregion as integrated culture-and-place, the Georegional as specialized capacity, the Planetary as one Body. The work of the Strategy and Plan, the Playbook, the Joseph Plan (Network of Hubs), the Noah Plan (Network of Arks), and the wilderness-navigation work all unfold across these scales.
Distinguished From
- Levels of Abstraction — the depth dimension. From ØNE / Source / Pure Consciousness through Energy/Information through Embodied Being through Action. Vertical; a way of moving up and down the chain of conceptualization.
- Levels of Analysis — the system-thinking dimension. The "unit of analysis" a problem-solver chooses to focus on; affects what is seen. Lateral; a way of choosing what to look at within any given scale.
All three (Scale, Abstraction, Analysis) are real and necessary. The same problem may need attention at multiple Scales (individual, community, bioregion), at multiple Abstractions (from ground principle to specific action), and at multiple Analyses (technical, social, ecological, spiritual). They are orthogonal axes of perception; LIØNSBERG holds all three.
In Practice
In the Strategy and Plan: "the visionary Leadership required to forge a System Wide Master Plan that encompasses each of the Levels of Analysis" — and similar references invoke all three dimensions. The disciplined Sovereign learns to consciously differentiate across all three — recognizing which Scale, which Abstraction, which Analysis a given moment calls for.
In governance: decisions are made at the smallest scale that can hold them well (subsidiarity). Bioregional concerns at the Bioregional scale; Community concerns at the Community scale; planetary concerns at the Planetary scale. Each scale carries the same Pattern; each is sovereign in its own domain.
ØNE Is ØNE Everywhere
The ØNE that crowns this Levels of Scale hierarchy is the same ØNE that appears at the heart of every other LIØNSBERG articulation. The same Source named in Divine Intention and Eternal Logos. The same Spirit precedingly named in Spirit Precedes Pattern. The same Layer Ø ONE in the Superorganism-Earth companion repo's nine-layer model. The same apex of The Sovereign Path. The same Ground in Welcome to LIØNSBERG. The same All held by ØNE.
There is one ØNE. Different framings within LIØNSBERG name the same Reality from different lenses — but ØNE is one. Whenever ØNE appears as the top of a scale, the bottom of a depth, the inside of an analysis, or the Spirit beneath the Pattern, it is the same ØNE.
Transition — From The Old World To The New
The hierarchy above describes the LIØNSBERG canonical form for a civilization that works. Earth's current population (~8 billion) is organized in different ways — nation-states, corporations, religions, ethnic groups, market mechanisms, and many other forms shaped by the Old World's history and trauma. The present moment is the wilderness-navigation between Old-World structures and the canonical LIØNSBERG Body.
This transition is not instant. It is the work named across the operational plans:
- The Joseph Plan — building the Network of Hubs across the scales, capacity by capacity, generation by generation
- The Noah Plan — building the Network of Arks for what must be preserved through the storms
- The Solomon Plan — constructing the wisdom, governance, and intelligence systems that hold the New Civilization
- The Wilderness — the navigation between the Old World and the New
The canonical scales here described are what Earth grows into as the Pattern takes root. The current scales of nation, corporation, sector, and class are Old-World forms — some of which will mature toward the canonical scales, some of which will simply pass. The work of every Sovereign is to participate in the becoming with discernment, care, and the long view.
