The LIONSBERG system is structured as a total nested hierarchy of sovereignties — each level a complete, self-governing whole, voluntarily integrated into larger wholes, all in service of ONE and All.

1. Sovereignty is retained at every level. No higher-order form of organization absorbs the sovereignty of any lower-order form. The Circle does not absorb the individual. The community does not absorb the Circle. The federation does not absorb the community.
2. Participation is voluntary at every level. No one is compelled to join. No one is penalized for leaving. The system is held together by Love, shared Purpose, and Influence — never by force.
3. Authority flows from consent. Power is delegated upward by those who are governed, never imposed downward by those who govern. This is the inversion of the Old World pattern, where power flows from the top and obedience is demanded from below.
4. Each level serves the levels below it. The federation serves the communities. The communities serve the Circles. The Circles serve the individuals. Service flows downward. Authority flows upward.
5. The Pattern repeats fractally. The same governance DNA — Democratic Self-Governance Through Shared Agreements and Wise Eldership — operates at every scale. What works for a Circle of 8 works for a community of 10,000 works for a bioregion of millions.
The Swiss Confederation: 735 years of radical cantonal sovereignty within federal unity. Each canton has its own constitution, parliament, government, courts, and police. Four languages, multiple religions, unified by process rather than homogeneity.
The Iroquois Confederacy: Each nation maintained full internal sovereignty. The Confederacy addressed only matters of common concern. Unanimous consent required for major decisions.
Mondragon: Arm's-length federation. Each cooperative legally independent. The Core Enterprise of ~60 people serves 268 organizations. Individual cooperatives can fail without taking down the whole.
In the Old World, power accumulates at intermediate levels — in states, corporations, institutions — and is used to control those below.
In the New World, power flows from ONE, through the individual, upward through increasingly higher orders of voluntary association, and returns to ONE.
Any accumulation of power at an intermediate level is a sign of corruption that must be corrected.
In the Old World, individuals were convicted for treason against the state. In the New World, states are convicted for treason against the individual and the ONE.
